The B1.3 Table of Organisational Competence Template - Form used for the Australian Securities and Investments Commission (ASIC) Australian Financial Services Licence (AFSL) application process to demonstrate that Responsible Managers (RMs) had the necessary knowledge, skills, and experience. 

While the standalone table is no longer required since June 16, 2025, the information it contained is now captured in structured data fields within the new online AFSL application on the ASIC Regulatory Portal. Applicants must demonstrate to ASIC, that each nominated Responsible Manager (RM) possessed the necessary knowledge, skills, and industry experience to oversee the financial services and products authorised under the licence.

The requirements for preparing the Table of Organisational Competence are prescribed by ASIC in its Regulatory Guides RG 105 – AFS Licensing: Organisational Competence. This is the primary guidance for assessing organisational competence. It prescribes:

• • The standards for Responsible Managers (RMs), including the four main options (A–D) for demonstrating competence.
  • The requirement for at least two Responsible Managers.
  • The need to show that RMs collectively cover the knowledge and skills relevant to the financial services and products sought under the AFSL.

• RG 146 – Licensing: Training of Financial Product Advisers
  Where the AFSL authorisations sought involve providing advice to retail clients, RMs and advisers must also meet RG 146 training standards for the relevant financial product categories.

Purpose of this Template

This template provides an outline to assist applicants in preparing Responsible Manager details in advance of completing the ASIC portal application. It is designed to demonstrate to ASIC that each nominated Responsible Manager:

• Meets the organisational competence standards in Regulatory Guide 105 (RG 105);
• Holds the relevant educational qualifications and memberships; and
• Possesses sufficient employment history and practical experience aligned with the financial services authorisations sought.

Use of the Template

The completed document will:

• Serve as a working draft to gather and confirm RM details before entry into the ASIC portal;
• Provide a summary of qualifications and experience consistent with the Statement of Personal Information (SPI) for each RM;
• Assist in ensuring that all Responsible Manager information is accurate, consistent, and aligned with the AFSL authorisations being applied for.

Preparing the B1.3 Table of Organisational Competence (or its ASIC portal equivalent) is a critical step in demonstrating that your organisation meets ASIC’s organisational competence requirements.
