About this Document
This AML/CTF Compliance Pack brings together three core documents for Australian accounting practices brought into the regime by the Tranche 2 reforms: a fully drafted AML/CTF Policy, an operational process and forms pack, and a Business Risk Assessment. It is designed to mirror AUSTRAC’s accounting program starter kit and support you through enrolment, program build and day-to-day compliance ahead of the 1 July 2026 commencement.
What’s included in this pack:
- AML/CTF Policy Template for Accounting Practices (Tranche 2) – a fully drafted policy covering governance, the risk-based approach, CDD, reporting, record keeping, training and oversight for accounting practices captured under table 6 of the AML/CTF Act.
- AML/CTF Process Document and Forms Template – Accountants (Tranche 2) – an operational pack of 25 forms across four parts to document AML/CTF role holders, CDD, escalation, effectiveness testing, independent evaluation responses and annual reporting.
- AML/CTF Business Risk Assessment Template – Accounting Practices (Australia) – an editable Excel workbook that works through ML/TF and proliferation financing risks across customers, services, channels and jurisdictions, with pre-populated risk scores, control measures and a jurisdiction risk rating table.
Use this pack if you:
- Provide professional services listed in table 6 of subsection 6(5B) of the AML/CTF Act;
- Must enrol with AUSTRAC within 28 days of starting to provide a captured service;
- Need to build a documented AML/CTF program before 1 July 2026;
- Want policy, risk assessment and forms that already talk to each other;
- Prefer worked examples based on AUSTRAC guidance over completely blank templates.
It is suited to:
- Sole practitioners, partnerships and incorporated accounting practices;
- Tax agent, business advisory and SMSF establishment practices;
- Practices that create or restructure companies, trusts and other legal arrangements;
- Practices that hold client money in a statutory trust account or also act as trust and company service providers;
- AML/CTF Compliance Officers and partners responsible for designing and overseeing the program.
How this pack fits together:
- The Business Risk Assessment identifies and rates your ML/TF and proliferation financing risks across customers, services, channels and jurisdictions.
- The Policy sets out how your practice governs, mitigates and monitors those risks in line with the risk-based approach.
- The process document and forms provide a consistent evidence trail of who did what, when, so you can demonstrate compliance to AUSTRAC, an independent evaluator and your governing body.
If you purchased the policy, process/forms and risk assessment separately, the total would be $2,229 ex GST. This pack is priced at $1,850 ex GST, saving you $379 (around 17%) compared to buying the three templates individually.
You receive an editable Word policy, an editable Word process/forms pack and an editable Excel risk assessment, with bracketed fields such as [Client Name], [Insert date] and officer details clearly marked for completion. The examples and risk factors are drawn from AUSTRAC guidance and Australia’s 2024 national risk assessments but are not exhaustive; you should review and tailor each document to your practice and obtain advice on your own circumstances before adoption.
How To Use This Template
This template is a starting point, not a final document. It’s been drafted by Australian lawyers to be practical and flexible, but it still needs to be reviewed and tailored for your specific business, transaction and risk profile.
Before you use it, you should:
- Complete all placeholders, bracketed items and optional fields;
- Remove any drafting notes or clauses that aren’t relevant to your situation; and
- Check that party names, entity details, dates, addresses, contact details and defined terms are accurate.
Make sure the template is consistent with your other documents and obligations – including any existing contracts, policies, procedures, website terms, privacy disclosures, regulatory requirements or internal governance documents. If anything conflicts, it should be resolved before you sign, issue, adopt or implement the document.
If you are using the template as an agreement, it should be reviewed and signed by all relevant parties in accordance with applicable law and your internal signing requirements. If you are using it as a policy, procedure, notice or compliance record, it should be approved and stored under your organisation’s normal document control processes.
This template is provided as general information only and is not legal advice. Complex, high‑value, highly regulated or cross‑border matters will usually require bespoke drafting. For anything outside a straightforward use case, we strongly recommend obtaining legal advice before relying on, signing or implementing this document.
