About this Document

This AML/CTF Policy template is a fully drafted policy for accounting practices brought into the AML/CTF regime by the Tranche 2 reforms, with obligations commencing on 1 July 2026. It runs to 43 clauses across Sections A to K, and reflects AUSTRAC’s accounting program starter kit and Australia’s 2024 national risk assessments. Use this policy if you:

  • Governance: governing body duties, the AML/CTF Compliance Officer, senior managers and single employee practices
  • The risk-based approach: business risk assessment inputs, client risk rating, and country risk using the Basel AML Index, FATF and DFAT listings
  • Customer due diligence: initial, ongoing and enhanced CDD, beneficial ownership tracing to 25%, PEP checks, sanctions screening, and source of funds and wealth
  • Pre-commencement customers already receiving services on 1 July 2026
  • Transaction monitoring: ten ML/TF methods relevant to accountants and four groups of red flag indicators
  • Reporting: suspicious matter reports, threshold transaction reports, cross-border movement reports, the annual compliance report due 30 September and tipping off, including the qualified accountant carve-out
