Version control table for AML/CTF program documents, showing review and approval status.

About this Document

Use this framework if you:
  • Are a reporting entity under the Anti-Money Laundering and Counter-Terrorism Financing Act 2006 (Cth) that needs a complete AML/CTF framework in one place
  • Provide designated services under item 33 of table 1 in section 6 of the AML/CTF Act (or, on tailoring, items 29, 30, 35 or 46)
  • Want a framework aligned with the AML/CTF Rules 2025, the Transitional Rules 2026 and current AUSTRAC guidance
  • Need documented initial and ongoing CDD, transaction monitoring and suspicious matter reporting procedures your team can follow
  • Are preparing a framework for Compliance Committee approval, Governing Body adoption or an AUSTRAC review
It is suited to:
  • Australian reporting entities providing designated services under item 33 of the AML/CTF Act, with tailoring to items 29, 30, 35 or 46
  • AFSL holders providing dealing, arranging and related financial services such as securities, derivatives and foreign exchange
  • Compliance teams, AML/CTF Compliance Officers and boards embedding or adopting an AML/CTF framework
  • Not suited to businesses whose only designated service is item 54 (for example, most financial advisers), which require a Special AML/CTF Program
What this framework covers:
  • The AML/CTF Program (Policy): governance, AUSTRAC enrolment, designated services and the roles of the Governing Body, AML/CTF Compliance Officer, Designated Senior Managers and Compliance Committee
  • A risk-based approach, including annual and independent review, reporting group arrangements and record-keeping obligations
  • Customer Due Diligence Procedures covering initial KYC collection and verification, simplified CDD and the Customer Risk Assessment Matrix
  • Enhanced due diligence for higher-risk customers, including source of funds and source of wealth checks, PEP and sanctions screening
  • Ongoing CDD, transaction monitoring, and document authenticity and forgery detection steps
  • Suspicious matter reports (SMRs), international funds transfer instructions (IFTI-Es), tipping-off obligations and AML/CTF compliance reporting
  • Employee due diligence, AML/CTF training and personnel screening requirements
  • The step-by-step Onboarding AML/CTF Procedure (Quick Reference Guide), plus a list of authorised certifiers
You receive an editable Word document that combines the AML/CTF Program (Policy), the Customer Due Diligence Procedures and the Onboarding AML/CTF Procedure, with placeholders for your legal entity name, ACN, AFSL number, dates and roles. It is designed as a practical, lawyer-drafted starting point for Tranche 1 reporting entities, not a substitute for tailored advice in complex, high-risk or unusual scenarios.

How To Use This Template

This template is a starting point, not a final document. It’s been drafted by Australian lawyers to be practical and flexible, but it still needs to be reviewed and tailored for your specific business, transaction and risk profile.

Before you use it, you should:

  • Complete all placeholders, bracketed items and optional fields;
  • Remove any drafting notes or clauses that aren’t relevant to your situation; and
  • Check that party names, entity details, dates, addresses, contact details and defined terms are accurate.

Make sure the template is consistent with your other documents and obligations – including any existing contracts, policies, procedures, website terms, privacy disclosures, regulatory requirements or internal governance documents. If anything conflicts, it should be resolved before you sign, issue, adopt or implement the document.

If you are using the template as an agreement, it should be reviewed and signed by all relevant parties in accordance with applicable law and your internal signing requirements. If you are using it as a policy, procedure, notice or compliance record, it should be approved and stored under your organisation’s normal document control processes.

This template is provided as general information only and is not legal advice. Complex, high‑value, highly regulated or cross‑border matters will usually require bespoke drafting. For anything outside a straightforward use case, we strongly recommend obtaining legal advice before relying on, signing or implementing this document.
